
Roosevelt Island Operating Corporation Under CEO Shelton Haynes
Shelton Haynes has been the CEO and president of the RIOC since March 2021. His main responsibility is to lead Roosevelt Island Operating Corporation toward achieving both its short- and long-term goals. Moreover, he works with the corporation’s Board of Directors in ensuring that the objectives and goals are fulfilled. Plus, he works to ensure that not only the executive but also the administrative tasks are executed properly.
Under his leadership, the Island has come back to life – he has managed improvements to various parts of Roosevelt Island. Some parts of the island that has seen renovation include:
- Blackwell House (home to the island’s most historical archives, records, and treasures)
- Southpoint Park Shoreline
- Seawall Railing
- Roosevelt Island Youth Center
- Sportspark Complex
- Tram Elevator Project
In addition to these, Mr. Haynes has secured funding for the Riverwalk Building 9 Project.
After earning a Bachelor of Arts degree in Sociology from Hampton University, Shelton Haynes began his profession with the NYC Department of Housing Preservation & Development.
Mr. Haynes’ focus is not only on initiatives and projects that have a direct impact on Roosevelt Island’s community but also strives to make Roosevelt Island a safe community in New York.
Before joining RIOC, he was the Chief Operating Officer at the Housing Authority of DeKalb County in Georgia. Here, Mr. Haynes supervised operational and strategic initiatives, executive management teams, and all agency operations.

Formed as a public benefit by the State of New York in 1984, RIOC was created with a mission to scheme, map, develop, utilize, and preserve Roosevelt Island. Roosevelt Island Operating Corporation is devoted to offering services that intensify the island’s residential community.
